Airport
Guam – On behalf of the Construction Manager and Airport Authority, reviewed cost estimates of the main Contractor’s claims for extension of time and increased costs on the construction of Phase 1 expansion works for the Guam International Airport project. Under a second assignment on behalf of the Airport Authority, reviewed the main Contractor’s claims in international arbitration for delay and increased costs of performance on the construction of Phase 2 expansion works for the Guam International Airport project.
Kuwait – On behalf of the Contractor in dispute with the Owner, provided a delay analysis and damages calculation the reconstruction of the Kuwait El Jabar Air Force Base following the Desert Storm war.
Malaysia – On behalf of the Contractor for the main terminal building of the new-build Kuala Lumpur International Airport. Prepared a schedule delay analysis for an extension of time for delay to foundation works, prepared a revised baseline schedule, and provided on-site master schedule maintenance and project controls supervision for the remainder of the main terminal building contract duration to project completion.
Qatar – On behalf of the Contractor for the main terminal building at the Hamad International Airport, a US $4 billion project, prepared a revised baseline schedule under consulting contract. Then, employed to recover 16 months of delay within four months.
Qatar – On behalf of the mechanical subcontractor for the main terminal building of the Hamad International Airport, prepared a forensic schedule delay analysis to quantify the subcontractor’s entitlement for extension of time and recovery of increased costs of performance.
Qatar – On behalf of the special structural systems subcontractor for the Emiri terminal building at the Hamad International Airport, retained as a Commercial Manager to prepare and submit outstanding claims to the main contractor.
Switzerland – On behalf of the Contractor in international arbitration for an air defence system provided to the Iranian government, provided an independent expert quantum report.
USA – On behalf of the baggage handling system subcontractor for the Philadelphia International Airport terminal building expansion program in arbitration, prepared an independent schedule delay analysis.
USA – On behalf of the contractor for the NASA Wallops Island runaway / apron renovation program in arbitration, prepared an independent schedule delay analysis.
USA – On behalf of the Baggage System Handling subcontractor in litigation for the Theodore F. Green International Airport project, prepared a damages claim.
USA – On behalf of the subcontractor in litigation for a runway renovation project at an air force base in Maryland, prepared a delay analysis and expert report.
Thailand – Prepared a contractor tender baseline schedule for the new main terminal building at an airport in Bangkok.

USA – The Cement Storage Company Project in Mobile, Alabama. On behalf of the Contractor of this US$1 million project, retained as Project Engineer responsible for providing contractor baseline schedule, scheduling and project controls support, change order requests, and site supervision.
City Complexes
Qatar – On behalf of the Owner of Education City, a US$4bn, 12 square kilometre development project including infrastructure and various educational facilities and satellite campuses for eight international universities, retained as planning manager and overseeing claims.
Yugoslavia – On behalf of the Government for the Post-War Reconstruction and Rehabilitation Project of Sarajevo, Bosnia, and Herzegovina, a US$5bn programme for reconstruction of public works facilities and buildings damaged and destroyed by civil war; provided senior planning and project controls engineering services.

USA – On behalf of the State of Ohio Department of Youth Services in litigation for the Marion Youth Detention Center project located in Marion, Ohio, appointed as Schedule Delay Expert to prepare a defense to a loss of productivity claim.
USA – On behalf of the Contractor for the 2500 bed Belmont Correctional Facility project located in Belmont, Ohio, prepared a delay, disruption, and acceleration cost claim.

USA – On behalf of the Contractor for the U.S. Government Services Administration’s renovation of the International Broadcast Bureau’s network control center located in Washington D.C., prepared an independent schedule delay analysis.
USA – On behalf of the U.S. Department of Homeland Security, Federal Emergency Management Agency (“FEMA”), retained as Cost Expert to estimate the costs of 165+ projects. Projects consist of roads, buildings, equipment, and various ancillary categories. Projects are located in the States of Arkansas, California, Illinois, Iowa, Louisiana, Minnesota, Missouri, Nebraska, North Carolina, Ohio, Oklahoma, South Carolina, South Dakota, and Texas.
USA – On behalf of the Contractor for the U.S. Department of Energy’s National Nuclear Security Administration Highly Enriched Uranium Maintenance Facility expansion project in Oak Ridge, Tennessee, appointed as the Claims Consultant for the analysis of delay and disruption claims.
USA – On behalf of the Contractor on a renovation project for the U.S. Department of Defense, Facilities Services Directorate, appointed as the Claims Consultant to prepare nine schedule delay analyses.
Hospital & Medical Facilities
Qatar – On behalf of the control systems subcontractor on the largest hospital project in the Middle East, the USD$8 billion new-build Sidra Medical and Research Center in Doha, the 600-bed hospital project was in delay. Retained to lead a distressed project schedule recovery efforts including the development and implementation of field progress reporting tools for construction and commissioning works.
Canada – On behalf of the Consortium design/build contractor for the largest hospital project in North America, the USD 2.5 billion Centre Hospitalier de l’Université de Montréal (“CHUM”), the 772-bed hospital project was in delay. Retained to prepare a schedule delay analysis and assisted with preparation of key time impact claims, and spearheaded production of a new baseline recovery schedule.
